A middle-aged president and CEO of a community health center, Clarence Johnson, a widower for far too long, takes a paint company, All Bright Paint, to court for allegedly selling toxic goods to area residents in the city of Milwaukee.

As "The Neptune" unfolds, the reader is served in a rhetorical sense, a smorgasbord of supporting characters including Cassandra Brooks, the RN with a long standing work history at the community health center but an unknowingly short life span ahead; Inspector Keisha, the young and beautiful Lead Paint Poisoning Specialist, who moonlights as a community activist; Inspector Nate, her partner, who has an unyielding passion for fast motorcycles and his divorced wife; and the native born Frenchman, Jon Pierre, who is determined to be the first U.S. attorney to win a lawsuit against a retail franchise as well as secure a second mom for his young daughter. Tensions run high as the different characters in "The Neptune" interact with one another in pursuit of their own hopes and aspirations as the onset of the New Millennium fast approaches a region seemingly grounded in the past.
