Domestic terrorists destroyed the Murrah Building in Oklahoma City on April 19, 1995. 168 men, women, and children died. Timothy McVeigh and Terry Nichols were convicted.

A map found in McVeigh’s car marked seven federal buildings in Phoenix. The FBI recruited strangers, usually police officers, to infiltrate militia groups with hopes of finding the one behind the Murrah bombing.

Jefferson County, California, Fish and Game Warden Ethan Cooper was born and raised in Mesa, a Phoenix suburb. FBI agent Bradley Gunn convinces him to join the search, and Cooper is sent “home” with a cover story and FBI agent, Donna McFarlane, to pose as his wife.

Cooper meets a Wickenburg gunsmith known as The Specialist and is questioned by The First Sergeant. Cooper passes tests and finds himself assisting The Major and members of The Phalanx in the robbery of an armored truck outside of a Laughlin, Nevada, casino.

Cooper assists the Phalanx in the accumulation of ammonium nitrate and the October 16, 1995, derailment of Amtrak’s Sunset Limited in the Arizona desert near Hyder.

As the plan to destroy Phoenix moves forward, Cooper must learn the details and identify the Phalanx members.
